As the emergency call increase, the delay of arriving time of ambulance has become a serious issue.
To cope with the issue, the call triage operation allocating ambulances according to the severity of the patient has been conducted.
The running system enables efficient service, however, it cannot change the initial allocation according to the change of the conditions.
This system lacks of the adaptive operation.
One of the solutions is a dynamic dispatch operation which changes the allocation of ambulances, according to the change of patient requests.
In order to evaluate the validity, the precise and actual simulation system is developed with the open/big data.
The simulation experiments show that the dynamic dispatch operation enables to improve the quality of emergency services.
