【演　　題】 　From Subsidy to Substation: How Two Australian Energy Policies Are Reshaping the Distribution Grid
　　　　　　　　オーストラリアにおける新たなエネルギー政策が配電システムに与える変革: 補助金から変電所まで

【概　　要】
　Australia is providing a real-world example of how energy policy can affect the distribution network. This presentation examines two 2026 policies: the Cheaper Home Batteries Program and the Solar Sharer Offer. Using operational data from Queensland, I will show how these policies are changing network demand and utilisation.
　Residential batteries can reduce evening peak demand and absorb excess solar generation during the day. In contrast, free midday electricity can encourage higher demand during the same period. These different effects create new challenges and opportunities for distribution networks.
　The presentation will discuss the preliminary impacts of these policies on the distribution networks in Queensland. The focus will be practical: what should distribution utilities consider when retail tariffs or subsidy programs are introduced without direct consideration of network impacts?

　オーストラリアにおける新たなエネルギー政策が配電システムに与える影響について，実例を示しながら紹介する。本講演では，2026年に導入された2つの政策，「Cheaper Home Batteries Program（家庭用蓄電池価格引き下げプログラム）」と「Solar Sharer Offer（ソーラー・シェアラー・オファー: 昼間帯の電気料金を無料にする制度）」について議論する。オーストラリア・クイーンズランド州の実運用データを用いて，これらの政策が配電システムにおける電力需要と稼働率をどのように変化させているのかを説明する。
　家庭用蓄電池は，夕方のピーク需要を低減し，日中の余剰太陽光発電電力を吸収することができるが一方で，昼間帯の電気料金無料制度は，同時間帯の電力需要増加を招く可能性がある。こうした相反する影響は，配電システムにとって新たな課題と機会を生み出している。
　本講演では，これらの政策がクイーンズランド州の配電システムに及ぼす初期的な影響について論じるとともに，配電システムへの影響が直接的に考慮されないまま小売電気料金や補助金プログラムが導入された場合，配電事業者が抱える課題などについて議論する。
